- All Teachers working in Primary Level schools shall be eligible to appear for the Special Teacher Eligibility Test (Special TET) for the Primary Level.
- All schools that are run by the State Government
- Local bodies and schools that have been granted affiliation/recognition from time to time by the State Government / Basic Education Council
- Schools receiving aid from the State Government
- Special Education – Primary Level (Classes 1 to 5)

| Junior (Class 6 to 8) |
- All Teachers working in Upper Primary Level / Junior High School Level schools shall be eligible to appear for the Special Teacher Eligibility Test (Special TET) for the Upper Primary Level.
- All schools that are run by the State Government
- Local bodies and schools that have been granted affiliation/recognition from time to time by the State Government / Basic Education Council / Secondary Education Council;
- Schools receiving aid from the State Government
- Special Education – Upper Primary Level (Classes 6 to 8)
